I understand the meaning, but it is difficult to translate. This is item (f) in a list of ways the leased asset can be held by the lessor (dador) in order to be leased to the lessee (tomador). Thus, it is a catch-all category meaning the asset must otherwise "be at the legal disposal of the lessor under a right of title..." "Por título que le permita" means "under a right of title enabling it..."
