As for the suggestion of "business vocational," though the idea is correct, it doesn't sound natural.

Depending on how much practical experience in the field of business administration is included in the high school graduation requirements, perhaps it's similar to "cooperative education" (which some did at my high school in New Jersey in the 1980s). Thus, another option might be something like "[high school] cooperative education diploma in/with an emphasis on business management." :-)
