Explanation:
Habituée au juridique et, au vu du peu de contexte ici, je pencherais plutôt pour une feuille ou une fiche d'enregistrement de l'accord auprès des instances juridiques concernées (dans chacun des deux pays).
Ce genre de démarche est forcément "enregistrée" juridiquement quelque part.
On pourrait peut-être extrapoler : "dépôt du document".
