an operator and his shift relief worker

Explanation:
there are many good examples of use from Google.

This helps make clear that the two workers are working alternate shifts.

neutral  Evans (X): Hi Deborah, I do think this would work, but I have to say that "relief worker" suggests to me a person working in aid contexts, such as famine relief.

-> hi Gilla, your observation is absolutely true, and thank you for it. I wonder if by putting "shift-relief worker" with a hyphen it would be made clear that "relief" refers to the shift.

relief / alternating shifts

Explanation:
I don.t think it is necessary to specify person/worker. *An operator and his relief* is sufficient and more likely consistent with the language those it applies to use themselves. An operator would probably say *I.m waiting for my relief.* NOT *I.m waiting for my relief worker/person.*

Replacement, IMO, has more of a sense of permanence to it, like one worker quitting a job and being replaced by another, rather than just changing shifts.

Another option, depending on context of course, would be to forgo *relief* altogether and just say that *two operators work alternating 12-hour shifts.*
