I can't get my head around the way this is expressed. It's a summary of the cost of damage caused by an earthquake and what would have been saved if proper maintenance had been done. I would express this as a fraction, and I don't know how to put it the way it's expressed here.

• Los efectos directos se estiman en S/. 77,3 millones; y se refieren al total de daños producidos en los sistemas de agua potable y saneamiento. Esa cifra equivale a 6,4 veces el gasto ejecutado el año 2007 en estos servicios por las municipalidades provinciales4 de la zona de estudio. Esto quiere decir que si las EPS hubiesen dado mantenimiento apropiado a sus sistemas de agua potable y saneamiento, el valor estimado de los daños hubiese sido 5,9 menos elevado, y se habrían ahorrado S/. 64,2 millones.
