What would be the best translation for the phrase into Arabic in this context? It looks that the word DISTRICT is repeated more than once in different places in the text. Do you think that

مديرية التربية

would make a best match in Arabic?

After all my research I cannot think of something else.

In Iraq, we have what is called مديرية تربية نينوى for example which belongs to وزارة التربية والتعليم . Any thoughts?
