The only thing I can think of is the sports use of the word - the bench, referring to substitute players who may be called on to replace one of the starting team, so (Bench, seniority and mobility) which doesn't sound very "snappy"

I think this worked very well as a a phrase

People waiting to step up, people with seniority and those who are willing to move

I also thought David's suggestion was very good and would have used that too if the expression had been repeated
