IMHO, there is something missing between 'por ente' (Here, I guess they meant 'ende') and 'estatal y ONG'

The way I see it:

Weak impetus for vocational training; consequently it is the same at government and NGO level.

or:

... consequently, government institutions and NGOs show little interest on the matter, as well.

Explanation:
In this case I see 'ente' as best translated by either 'agency' or 'entity'. It's understandable that this source text would be somewhat confusing, in part because "técnica – vocacional" appears that way, instead of as simply a hyphenated term ("técnica-vocacional").

Possible translation: "Weak stimulus to vocational-technical education on the part of government(al) agency and NGO."

"governmental agency" could just as easily be "government agency". Either is more common than the form using "entity".
