From a structural standpoint / In terms of structure


Explanation:
The reference here, as others have pointed out, is indeed to the structure of the organization, so the idea should be preserved. However "Structurally" by itself would, I think, be rather awkward. One of the alternatives I've suggested here would fit more naturally, while being faithful to the original.

Explanation:
The word "structurally" does not seem to me to fit here for reasons stated in the discussion entries. I think the sentence should be turned around to read "In terms of capacity, the system for protection cannot cover 250 communities with only..."
