English term or phrase: "absent violence"
Can someone please help me with the term absent violence which is used throughout the text? It has to do with stalking and domestic violence.

"Stalking is the world’s newest and fastest growing form of international terrorism which disproportionately affects women as a form of abuse, absent violence."

Yet, not one law or lobbyist declares a woman’s human right to an effective remedy to protect her enjoyment of privacy, absent “violence”.
