This is from a cable sent from the Saudi Ministry of Interior (الإدارة العامة للحقوق - الحقوق العامة) to the Minister of Commerce. It concerns the Ministry of Commerce's action to close some stores.

ش seems to be too far down the line in the sequence of أ ب ج د ه for that to be an option (I think that would make it U). So I think it must stand for something, but I can't figure out what.

In light of your note, I'd suggest rendering it /sheen/ in Latin letters. We do this with many English abbreviations or acronyms, for example,

Asker: Thank you. I didn't think it was related to أبجد either, I just wanted to be sure it wasn't an abbreviation I wasn't understanding. Unfortunately, this client has been unreceptive when I have tried to argue for not translating such letters.

agree  Randa Farhat: Use "SH", since (ش) could also be the initial for شركات، شرطة، شكاوى. (And yes, as Saleh noted, it has nothing to do with أبجد هوز).
