It helps to break it up like this (//), and I have rephrased it slightly and added parentheses for clarity: //Con fundamento en lo establecido en la Ley Federal de Protección de Datos Personales en Posesión de los Particulares, mediante la cual se obliga a los particulares que lleven a cabo el tratamiento de datos personales (sean personas físicas o morales de carácter privado), // ponemos a su disposición el aviso de privacidad correspondiente, a efecto de garantizar la privacidad y el derecho a la autodeterminación informativa de las personas que nos proporcionan datos personales. This would explain the indicative in "ponemos", and this way the sentence makes sense with no need to add anything. In fact, the Ley Federal is not requiring the private persons to do anything (in this sentence), it simply means that it affects/relates to them, i.e., by which they are bound. My suggestion would be something like this: "Pursuant to the Federal Law on the Protection of Personal Data held by Private Parties, by which private parties handling personal data (whether individuals or legal entities) are bound, we provide the applicable privacy notice in order to secure the privacy and right to informational self-determination of persons providing us with personal data."
