Parece que es un término que se utiliza en el administración de justicia en Bolivia (no sé si también en otros países latinoamericanos). Mira la web que te pongo más abajo. Creo que efectivamente se trata de un Gerichtsvollzieher. Mira esta frase:

Generalmente, es en la primera visita cuando se le deja el Cedulón (Cédula de citación) y el oficial de diligencias ya hace su representación (hacer notar por escrito) y ya no vuelve al día siguiente como indica el CPC.

Asker: Danke Ulrike - ja, alles was ich über Internet gefunden habe, läuft auf "Gerichtsvollzieher" hinaus. Die Verwaltungs-Rechts-Sprache (hier speziell) Boliviens hat so ihre Eigentümlichkeiten.
