This is from an academic legal article analysing the causes, conditions and consequences of incarceration for women. I’m stumped by the word “motivables” in the following sentence:

“… la criminalidad femenina, aunque sea escasa, obedece a causas estructurales que permanecen en el tiempo, mientras que las razones que justifican la criminalidad masculina no son ‘estructurales’ a esa condición masculina y depende de otros factores más fácilmente *motivables* y, por ende, controlables.”

I’m assuming the term is related to the legal concept in Spanish of “motivabilidad”, which I have seen defined as “la capacidad para reaccionar frente a las exigencias normativas”, but despite considerable research, I am still no closer to finding an equivalent English (UK, please) concept that would fit this context. Perhaps I'm barking up the wrong tree.

Any help deeply appreciated.

I don't think it's a legal term - it just means that crime is not an inherent part of being male, and its reasons are easier to explain or understand than in women.

Diría que el original se refiere a motivar en tanto que factores fácilmente inducibles -versus factores "estructurales"-, y que por ende son más fáciles de controlar -o deberían serlo.
