"The Registry and each sub-registry shall be open to the public at least from Monday to Friday, from 09.00 until noon and from 14.00 until 16.00 local time, except during the official holidays established by the president of the Court."

Le document renvoie déjà à "public holidays" qui traditionnellement correspond aux jours fériés.

La notion d'official holidays est plus dure à appréhender surtout que c'est le président du tribunal qui les fixe : je pense à jours chômés.

Je ne vois pas non plus pourquoi le terme serait répété sous une autre forme et sans la préposition "on"
Vacances judiciaires devrait être le choix retenu.

disagree  Eliza Hall: It's probably repeated because there is a difference between public holidays and the public holidays that are recognized by the court (i.e. holidays on which the court is closed).
