Vielleicht wurde "Freie Stadt Glasgow" dabei gegooglet, denn zunächst kann ich hier so erstmal kein Problem erkennen.

Demnach müsste es einfach nur "Stadt Glasgow" heißen. Man könnte wohl auch das Wort "Gemeinde" nehmen, aber ich glaube, das passt in dem Fall nicht.
