Translators in other language combinations are very helpful, and they don't allow other translators to post poor context. For example, they advise the posters to post enough information. Otherwise, they don't translate their "terms."

Going forward, please make an effort to include sufficient information with your question, not after, to help us come up with intelligent, relevant translation suggestions. This should also be a lesson for those who rush to answer questions without grasping what the text means. Needless to say, the source text was written with little regard for univocality.

I can't ask because there is no certain client/agent plus the letter is short and with no further explanation, unfortunately. But from my understanding, the person was detained because he did not pay money to a person/authority.

Dear Leen: Would it be possible for you to check with the client/agency to find out (and let us know) what this sentence means? As it stands, it means nothing recognizable. No one can really help you translate it without knowing what it means. People are just guessing right and left. It is like throwing mud on a wall to see what sticks. This can't be helpful to you.
