Pido disculpas por no haber dado más contexto. Creía que la frase en documentos públicos y legales era más común de lo que imaginaba. Es un certificado de inglés emitido por un instituto de idiomas de Argentina. Y la frase dice "The student has fulfilled the requirements prescribed by this institute for the "Final Certificate of Proficiency in the English Language". In proof whereof this certificate is granted in the city of xxxx"

You're probably right with the intended meaning.
I'm British and don't recall ever seeing or hearing it phrased like that. My money's on a mistranslation, or even a mistranscription by the asker - perhaps it should be "the proof whereof (being...)". But without further CONTEXT, we can't really go any further.

That's true, I've never seen that kind of wording before, but the translation I've provided is undoubtedly the intended meaning here. The Spanish version I've suggested may vary from country to country, though, but that's what we use in Colombia. "in proof whereof" maybe British, ancient English, or a mistranslation. I don't know about that.

Is this from an original text in EN written by a native speaker? I don't recall ever having come across this in any of the many legal documents I've translated. "In witness whereof", yes, "in proof whereof", no.
If it does mean the same as "in witness whereof", you could translate it by "en testimonio de lo cual", "en fe de lo cual".
But we can't be sure without CONTEXT, of which you have provided none.
