"A system for managing a use of a substance delivery device in a managing zone, the system comprising:
a system receiver capable of receiving a device signal transmittable by a substance delivery device;
a system transmitter; and
a system control unit configured to control the system transmitter to transmit a signal, the signal being receivable by the substance delivery device when the substance delivery device is within a managing zone and comprising at least one of:
a baseline signal, and
a managing signal after receipt of at least a portion of the device signal by the system receiver."
