My suggestion would be to keep the Spanish, with English in parentheses, or alternatively put the Spanish in parentheses, as is done in the reference I have found.

Small Copyright Committee

Explanation:
Is what they translate themselves as.

The International Council of Music Authors (CIAM) met on 8th and 9th November in London (UK) to hold its annual conference, an opportunity to analyze the main problems affecting music and audiovisual creators at an international level.

Over the two-day event, CIAM members welcomed various representatives of performing arts organizations. The musician and record producer Javier Losada attended as a representative of the Spanish Society of Authors and Publishers (SGAE), in his role as vice president of the group’s Small-Copyright Committee (Colegio de Pequeño Derecho).

The entity's translation seems to be in decent English, they have decided their name is "Small Copyright Committee"; knowing what it actually means may be interesting, but it is not up to the translator to keep explaining things.

Here is the actual link, where to complicate matters they also mention "Minor Rights" you pays your money and you takes your choice, as they say, but don't worry about explanations any more than the Spanish does.

Asker: Excellent Patinba, I had no time to search for it, you have been of great help and I really do appreciate it.

Asker: If the term you have posted was used by SGAE then I will accept that Patinba, after all it's about the same subject.

neutral  philgoddard: I don't think this conveys a clear meaning - people won't know what small copyright is. The fact that one person has translated it that way doesn't make it correct. Your second reference is to small (ie low-value) claims, which is a different context.

-> But does "Pequeño Derecho" convey a clear meaning in Spanish? Do Spanish-speaking "people" have a clue?

neutral  Luigi Benetton: The term befuddles me. DeepL said "Bar Association" (?) From other research, this seems to deal with one organization (subcommittee?) that manages copyright for multiple artists... but I would research this further.
1 hr
-> It is definitely a Committee

neutral  Toni Castano: I disagree with your comment ("it is not up to the translator to keep explaining things"), since I firmly believe it is up to us to translate in a way that is comprehensible for the target audience. "Small Copyright Committee" would not be understood.

Minor Copyright Committee

Explanation:
The distinction between a major copyright ("gran derecho"), which gives a specific copyright to individual works, and a minor copyright ("pequeño derecho"), which copyrights a work as part of a collection of works, seems to be one that is made in Spain but not in the English-speaking world. "Minor" is preferable over "small."

agree  patinba: Yes, as I mentioned in my posting, this might be better. Still not clear to an outsider what exactly it is, but as I said, if you translate assuming the reader knows nothing and explaining everything, translations will be much longer than the original :)

agree  Luigi Benetton: The only thing missing here would be an explanation of how “pequeño” fits in, which a lawyer might be able to explain. Adding this explanation to the English translation may be worthwhile.

I can only partially understand this, and I'm not sure how I'd say it in English.

Las obras de pequeño derecho son objeto de gestión colectiva en cualquier tipo de explotación. Es decir, su explotación por parte de terceros es facilitada a través de autorizaciones genéricas para uso de repertorio concedidas por una Entidad a la que los autores han encomendado esta tarea.

Por otra parte, en las obras de gran derecho, aunque la gestión se encomiende por el autor a una Entidad de Gestión, las autorizaciones para la explotación de estas obras se otorgan de manera individualizada, pactando en cada caso las condiciones.

I think I understand it now, and I feel sure there must be an equivalent term in English. Something like "generic copyright", perhaps?
