My problem is the context where this expression is found. I have a feeling that the author mixed up two things: the legal validity and the issuing in only one copy.

Për efekte juridike çertifikata e notave lëshohet vetëm një hërë në origjinal dhe është e vlefshme e shoqëruar vetëm me diplomën.

What's your opinion on this: "The certificate, which is issued as an original only once, is legally valid exclusively together with the diploma."?

Asker: Thanks for answering. However, I think the legal intent here is the validity of the notes, not the issuing of a document as such. Usually the phrase goes like this: Për efekte juridike kjo çertifikatë është e vlefshme vetëm me diplomë. That's why I think the reference to one single original is added by an overambitious author.
