ويدعي صاحب البلاغ أن المحكمة الدستورية أقرت في حكمها رقم 29/1981 المؤرخ 24 تموز/يوليه 1981، بأن من حق المستأنف أن يرفع استئنافاً بمجرد حصوله على المستخرج الرسمي للحكم.
