Thanks so much for this useful discussion. I have also seen, in the link I posted in my first comment, that sometimes the word "postage stamp" has been used for "revenue stamp." However, I was confused at first because I thought maybe it was postage to send the report through the mail. So postage stamp was confusing to me.
If one goes to the the link that Ramadan just posted, if one looks at the heading at the top of the page, and then hits the buttons at the top of the site for Arabic, English, French, you get the following as translations of that heading: Code des droits d'enregistrement et de timbre Registration fees and stamp duties code مجلة معاليم التسجيل والطابع الجبائي
Here one notices the word "timbre" in the French. I am sure this is where تانبر must come from!
