I think this fits in the context more properly, because his absence aforementioned was out of his control rather than being compulsory absence. If we say compulsory absence it sounds that the manager or the head is the one who ordered the absent person not to come. However if there are certain conditions which affect his presence and made him absent it would be out of control absence due to compulsory conditions.
