Please, what does the word فرقان mean? It's used as a name here (Turkey) and is quite popular, and is spelt "Furkan".

Incidentally, is the ان a suffix with an identifiable meaning / function? Is it found in other Arabic words?

The Arabic word فرقان Furqan is from the root ف ر ق , which means to separate; to distinguish, the suffix ان has a function of exaggeration that is called in arabic صيغة مبالغة as:
رحمان the Most Merciful, the root ان + رحم
فرقان The Most Distinguished between true and false, right and wrong, ان+فرق
The word Al-Furqan signifies the Qur’an, that which makes a separation or distinction between truth and falsehood, guidance and misguidance, good and evil, so it's known as the criterion in english. The word Furqan is also used for proof and evidence in arabic language.
