The word sounds as if borrowed from Farsi. Second, it is mostly used in reference to a large covered marketplace for traders. For instance, in a typical big town in the Gulf area, you will find a vegetable chabra, a seafood chabra, etc. When you enter the building, you find basically an open space with no partitions, with each trader set up in a spot displaying their goods. From the outside, the building looks like a huge warehouse. In the context of this question, however, it appears that the said buildings are actually warehouses. This is my assessment based on the location being at the seaport. There may be merit in simply translating it as "chabra," as the term is readily understood in the Gulf region.
