A selection, an extract, an excerpt (!?), a list of smth - explicitly means that you have a number of ..., a list of ..., a set (of elements), a lot of ...., positions, items, etc. you can choose from... ;-)

I think " опис" here relates to the full list of documents compiled or needed to make an offer/tender. So "извадка под опис" must mean an excerpt from the full list of those documents. So I agree with Yavor.

The chapter lists documents included in the offer. It is about railway service. Mistake in the source? Possible, but the last possibility I will consider, if several native speakers tell me they never heard of it. Thank you all!

I'd think the correct Bulgarian phrase should be "извадка от опис", hence "an excerpt from a list".

I know that much and also have a dictionary, but how does it fit together? "selection under specification" makes no sense. I am sure this is a legal term marking the relationship between this document and the original one.

Selection, selected items, check-marked positions, to mark smth, опис = specification, etc....;-)
