acta de regidor

Catalan to English translations [PRO]
Government / Politics / direct election of mayors in Europe
Region (target): English (United Kingdom)
Catalan term or phrase: acta de regidor

Does 'acta de regidor' mean the same thing as 'escó' here? In other words 'seat'? Or is it some kind of certificate? This is a text about forms of local government in Europe.

Many thanks in advance!

Explanation:
I take this to mean simply that the mayor must form part of a political team and that this whole team needs some kind of official registration in order to be able to present itself for election.

Thank you again for all your help, Berni. Sorry it took so long to grade. I asked the author to clarify the use of this term here and he said it was the equivalent of 'aconseguir ser regidor' or 'aconseguir un escó' . Anyway, thanks for answering - I really appreciate your help!
