Government / Politics / direct election of mayors in Europe
Catalan term or phrase: laminar (here)

Does this mean 'to restrict' or 'to limit' or perhaps 'reduce' in this context? Many thanks in advance!

I guess the author is using this to imply that, like plywood, such a change will strengthen or reinforce the system.

I wonder how "laminar" got to mean weaken. In carpentry (at least in electric guitar building :-) laminating the neck would strengthen the piece.
