As you have no doubt thought yourself, this appears to lack something to be submitted. This may be a simple oversight by the author which they didn't notice on reading back their work on screen. (If we each had a Euro for every time we have been forced to second guess an author we'd all be living in luxury, wouldn't we? :-) )

Meanwhile, is there a clue in the proceeding or posterior paragraphs as to what this missing something might be? If not, this may be a good moment to inform the client of the problem. Sorry I can't be of any further help. Good luck with it.
