Catalan term or phrase: bases estatals
El personal funcionari d’administració i serveis de les universitats públiques es regeix per aquesta Llei, sens perjudici de ***les bases estatals establertes per la Llei orgànica 6/2001, del 21 de desembre, d’universitats,**** i la Llei 30/1984, del 2 d’agost, de mesures per a la reforma de la funció pública, per la normativa dictada en llur desplegament i pels estatuts o altra normativa interna de les universitats.

When they refer to 'bases estatals' are they referring to the Spanish State or to a 'ley de basos' for the Catalan region only???

I am not entirely sure about the relationship between the LLei d'universitats referred to and the Spanish Ley de Universidades (I have checked, they are similar but not identical) .... the State(Spain)/nation (Catalonia) issue is such a hot potato here, that to refer to the Spanish State when it is not intended, would really be putting my foot in it:-)

Failing that, is there any elegant way of avoiding the possible pitfall?

I think there's only one law 6/2001 of 21 December and that is the Spanish Organic Law. This (Catalan) law cannot contradict the more broadly applicable law.

Also I think "estatal" is only used to refer to the Spanish state.
