Thanks Ross, I was considering the use of 'apportioning' (based on my law dic) but disapportioning/ment didn't work. I also considered 'designation as public domain assets' and removal from the public domain'. Finally, however, in mind teh different references within the text, and the need for antonyms, I have decided on 'classification/declassification as public domain assets', as the best possible and clearest solution that manintains the antonymity....
