3. El departament competent en matèria d’universitats i les universitats públiques ****poden adscriure personal a la Secretaria General del Consell, en la situació que correspongui administrativament***, d’acord amb la normativa vigent.

The following is a dexscription/list of 'situaciones administrativas' taken from a Spanish law, so 'situación administraiva' refers, in general to a civil servant's circumstances/situation in regards to 'absence/presence', ' on/off the jobness', i.e. different kind of services, leaves, and contract suspension:

Artículo 2. Situaciones administrativas.

Los funcionarios pueden hallarse en alguna de las siguientes ***situaciones administrativas***:

a) Servicio activo.
b) Servicios especiales.
c) Servicio en Comunidades Autónomas.
d) Expectativa de destino.
e) Excedencia forzosa.
f) Excedencia para el cuidado de hijos.
g) Excedencia voluntaria por servicios en el sector público.
h) Excedencia voluntaria por interés particular.
i) Excedencia voluntaria por agrupación familiar.
j) Excedencia voluntaria incentivada.
k) Suspensión de funciones.

Now the question is, how to get that across in the sentence, as 'administrative situation' is meaningless in terms of conveying what is implied in the CAT/ES (where it could be considered a 'term'). In a previous sentence I more or less defined it using the words "different kinds of service, leaves of absence and suspension", although this sentence is still not definitive.
