These are 'public' universities, which explains the reference to 'part pública', but I am not sure how to translate it (not to happy with 'public part', or 'public representation'..:-(((( )

Crude draft of the general meaning, to help:
The ministry responsible for universities, and public universities themselves, shall create a specialist structure for the purpose of :::::::: in the negotiation of collective bargaining agreements, as also to assist the public universities in the implementation and administration of these agreements.

Explanation:
or, if you want to be more literal:

to assume representation of the public sector

if you have more liberty, you could, I think, say ""to represent the government"
