neutral  Sheila Hardie: very similar idea - but I think it must be 'pole' or 'centre of excellence', Kim - xarxa d'excel·lencia' is the Catalan term for network of excellence:-)

The Catalan word 'pol' means 'pole, focus or centre' - as in French.

I think it may be a 'calc' of the French 'pôles d'excellence' = centres of excellence. I think it would make sense in this context. I don't
