After doing some research, now I know what you mean. It is a "certificat d'habitabilitat", so the apartment/flat does not necessarily have to have all those parts/pieces. This means it can be an apartment with a "sala" (living room) and a "kitchen" or both of them combined "sala-cuina" (living room/kitchen".
