What does 格式化 mean here? The context is a series of collective wage bargaining agreements in Luoyang. 格式化 can mean conventionalized or having fallen into a conventional pattern but I don't see what it means here. Could it mean that the agreements are mere formalities and not worth the paper they're written on?

I think what you said is right. Some enterprises originally don't want to sign any contract and even though they must sign reluctantly, the contract is rather useless as some important points such as protecting employees' rights are usually stated ambiguously or even not included in the contract, making the contract become a piece of shXt. Signing a contract is only a form, nothing else.
