agree  Yi Yuan (X): I've never heard this Chinese term, but if your explanation holds, then I suggest "Contract workers/employees". The national lab where my husband works hires many such contract workers through several "contracters" or contract companies.

  -> Thank you for your comments, Yi Yuan. However, "Contract workers/employees" are not really the term in question concerns, since "Contract workers/employees", we say "合同工" in China, began to exist long time ago, on the contrary, the in-question term is new

  -> Thank you, Kathy. They could be outsourced staff based on the staff users, but not exactly what the source term means, which is a brand new style of employment with Agencies as direct employers and Served companies as end users. See more with my answer...
