@Shirley, Well said. I'm actually confused. The Asker added he needed "something that's simple yet attractive" for a tourist placard or banner, we gave the suggestions according to his specific requirements, but he chose a four-syllable long word "mesmerising" in a five-word phrase. I think it's either he did not know what he was asking for, or it's a self contradiction.

Just my suggestions. Advertising and marketing slogans should be catchy, short and to the point. In other words, short and simple words are used so that they are easy to remember. I think David's suggested answer and QHE's answer effectively convey the intended meaning of your Chinese expression.

I think “locale” means just a place where something happens. 发生地点／现场。 For tourism translation you need something special - a term which is more attractive to the eyes of readers so you can get their attention and stimulate their interest to visit the specific place in China as required by the source text.

My only worry is of course there's no such thing as phoenix in the world. What tourists would see is some chickens when they get there. But this is of course not your responsibility as a translator. It's the responsibility of the tourism authority who promotes the place. :)
