This is for the opening of the high speed train; I am just unsure as to the most appropriate way to translate this into American English (i.e. the period before the starting of the train line? The opening of the train line?)

Prior to the starting of the train line
Explanation:
The keyword here is 前期,hence the target text has to reflect it, hence my suggestion with less words.

Hope you'll find it helpful.

the period before the starting of the train line

Explanation:

All of the above means the train hasn't start yet. It's a period for various preparations.

launching the MU (the Multiple Units)

Explanation:
开行(xing)是动词部分;

the early/initial stage of the operation of the high speed lines

Explanation:
During the early/initial stage of the operation of the high speed lines

From the websites below you can see 前期 means "the early/initial stage of the operation", other than before the start of the operation. Look at this sentence "前期计划开行56对列车" you will see that in the beginning they will 开行56对列车, later on they will add more lines.

Therefore 前期 means part of the period, not prior to that period.

The Chinese word for "prior to" and "before" is 之前, not 前期。 前期 is a stage, a period of time other than a point in time. In this case. it is part of the period (the early/initial stage) in which the trains have already been put into operations.
