"Kada je u pitanju tako ugledan profesor koji radi na nekoliko radnih mjesta i vjerojatno po 24 sata dnevno, uz sve napredovanje u karijeri i pisanje znanstvenih radova sa svim tim psihičkim tegobama, teško je ostati ravnodušan, ali da li smo mi pacijenti neugledni. Stoga, stojim na raspolaganju bilo kojem Vašem stručnom povjerenstvu i javnosti prikazati tijek liječenja koje prof.dr.sc. XY prikazuje pravosuđu, obitelji i pacijentici da je provedeno u pravilima medicinske struke uz krivotvorenu medicinsku dokumentaciju."

I am having a problem understanding the sentence structure, above all the "[...] ali da li smo mi pacijenti neugledni." part. Why is there a full stop rather than a question mark? And what's the meaning of 'neugledan' here?

  -> yes, given on retirement because he "earned" it; in other words because he "merits it" (or at least is supposed to). One way or another, being "of no merit" is still another good way of saying that this patient is of no importance.
