holding them back Explanation: On reflection, it looks like the message - in the context of customs clearance, might well be: "you have to come to work, we are delaying/holding back our customer to a crawl (almost a standstill)" This also tallies with the not being paid part - if the customer was indeed held back, a cash-flow problem would follow. |
