which I translated as:

But then it keeps mentioning "dosah", like:

When should I use scope, or range, or does it really matter? I've been mostly using range.

Just like you said, there are times (ex. "Organization-Local
Dosah pokrývající celou organizaci (např. celá síť banky).", when you can use the more appropriate scope, most cases there were speaking of a measurable parameter, so I'd use range, but "Interpol has global reach"...thus I propose all three and go case by case...you can maybe even "use coverage" in yet other instances
