I think that the modern usage today is "failed" but you can't really go wrong with the other one

I don't believe that the A B C D is used much in Czech schools, it is a US system, unless something has changed recently

Explanation:
As far as I know in England they aren't called leaving/nor graduation certificates.
They are as you correctly suggested GCSE and A Levels. Simply said GCSE is a compulsory education (secondary school), done at the age of 16, whereas A-Levels are not compulsory (college/higher education) and are done at the age of 18.

So in this case, because it is Technical school and results will grand a student entry to the university I'd go for A levels!
