But now I am all caught up in negatives and it's got me questioning myself on my logic of the correct version. Can someone refresh my memory on the rule for this kind of construction please?

Asker: So it's definitely "inadmissible" and not "admissible" as per the translated code webpage. I know online translations are not reliable, but this one really made me doubt myself because of the -li construction after it. So it's mainly the negative vs. positive that I am checking. Thanks all so much.
