Potřeboval bych poradit s tímto termínem. Nachází se v textu zaměřeném na analýzu společnosti. Termín údajně odkazuje na skutečnost, že jeden měsíc podává zaměstnanec vynikající výkon a následně usne na vavřínech.

„Ve vztahu k pěti stylům organizačního učení jsme DOBŘÍ, nejlepší v HLEDÁNÍ a v druhém pořadí dobří v EXPERIMENTOVÁNÍ a nejhorší v MODELOVÁNÍ a v druhém pořadí špatní v PAMĚTI a nejvíce ohroženi syndromem „OBJEV MĚSÍCE“. Ke zlepšení učení v naší organizaci nám nejvíce chybí ZVYKY."

I believe this is the term you are looking for. In management theory it refers to continually pursuing something new. Results are never achieved because focus changes all the time. It's a strategy that puts the organization at risk, as your author notes. He/She has probably translated this English management term as best he/she can with Objev Mesice and therefore used the quotation marks.
