In the absence of anything more to go on, I would probably settle for something vague and safe like, "Funds written back 2011".
That's not to say I disagree with Chris: he may well be right.

I'm not big on public sector accounts, but in accounting tilbageført generally refers to some kind of "reversal", so perhaps they are reversing previous allocations to projects? In other words, they allocated the money to some specific purpose in 2010, but didn't spend it, so clawed it back in 2011 to spend on something else. So you end up with something like: Unallocated funds brought forward from 2010 and Reversals of funds allocated in 2010? Does this make sense in your context?
