Ellers er vi ikke sikre på, at det bliver udført, som det skal, fordi industrien hele tiden har tendens til at skrælle det overflødige væk. I think the implication is that the architects' perception was that the joiners would draw up plans, on-the-fly, but that this transpires not to be the case. Any help welcome.

Explanation:
It means "stand and twist", but nobody would say that in English. It is just an off the cuff remark, an idiom. The intention is that the carpenters would work out in the yard, presumably next to or on the construction site, and put something together, and that doing so will require that the architects draw it up in great detail, and if they don't the workers might drop unnecessary or superficial details. This is all pretty straight forward.
