Based on the context I had, this seems to be the best option, even though "in-house" would normally mean that the person is employed directly, which is not the case here.

Asker: Thanks Cetra - I have received more documents now and the problem is that the consultant in question will be engaged through a tendering process, i.e. it involves consultancy services provided by an external company.
