I know that the usual translation of 'rekurrere' is 'to return to' or similar but can't seem to find an adequate interpretation of it in this instance (2 examples)... could it be 'react to'?

Thanks Lise, this is what I suspected and indeed used recourse initially...however, I have also consideerd 'respond' as although this is a legal text with lots of pointless langauge, it's not that formal to the extent that legal recourse need be used, how
